This course provides conceptual framework, measures, and methodology for evaluating the impact of Active Transportation and Demand Management (ATDM) strategies on highway system demand, capacity, and performance. This course is useful for decision making on planning and investing. Several aspects, such as accounting for demand variability, incidents, and weather scenarios, are useful to analyze capacity in non-operational strategies. The material is based on Guide for Highway Capacity and Operations Analysis of Active Transportation and Demand Management Strategies, Publication No. FHWA- HOP-13-042, Chapters 1 through 5.
